Some twenty years ago, calculating payroll was a simple process, with the simple deduction of federal income tax, FICA; perhaps state tax and a union contribution from your employees' wages each pay period. Today, however, payroll is a completely different process.

When payroll is outsourced to a payroll service, the payroll functions that the service performs can range from basic services including calculating employee payroll and tax obligations, creating checks and managing other payroll options, such as filing payroll taxes, direct deposits, automated check signing, and preparing W-2 forms.

Many times the decision to outsource a business's payroll will depend upon the complexity of that company's payroll versus the payroll processing costs. This should be analyzed based on the amount of time and resources needed to do the job. Companies who decide to process their payroll in-house also need to consider and calculate what is involved to train personnel to perform payroll-related task, collect employee payroll-related information, calculate federal and state tax, and stay current on all changes in federal and state payroll tax rules. In addition, companies should have several people trained in this way incase the person responsible for payroll takes vacation, transfers, or resigns.

Another consideration for businesses that have decided to process their payroll in-house is other costs associated with the process. For instance, if they have decided to use a payroll software programs, then the cost of the software, the cost of training personnel to use the software, and the cost of the needed software updates must all be added into the calculations in determining the overall cost of processing payroll in-house. In addition, if you incur any IRS penalties, this amount must also be factored into the overall payroll processing cost.
